New Housing Law Targets Supply Deficit as Affordability Pressures Persist

The 21st Century ROAD to Housing Act has been signed into law, representing the first major federal housing legislation in over 30 years. The bipartisan package is designed to tackle the nation’s chronic inventory shortage by cutting regulatory red tape, expediting permitting processes, and modernizing federal housing programs. While industry stakeholders view the legislation as a foundational step toward boosting supply, they caution that it does not offer an immediate fix for the affordability challenges squeezing potential homebuyers.

Despite the legislative focus on increasing the housing stock, market dynamics remain difficult for many Americans. Elevated mortgage rates and record-high home prices continue to outpace wage growth, creating a significant barrier to entry for first-time buyers. Economians note that while supply is a critical variable, borrowing costs, construction expenses, rising insurance premiums, and property taxes are all major factors driving current affordability issues.

Mike Miedler, president and CEO of Century 21, described the bill as a consequential achievement but emphasized a long-term outlook. He noted that real estate agents are witnessing the impact of the inventory crisis daily, with first-time buyers frequently outbid and young families forced to continue renting. However, Miedler clarified that the legislation provides little short-term relief on affordability. He suggested that lower interest rates would be needed to unlock existing inventory by allowing homeowners with historically low rates to list their properties.

Agents on the ground report that the supply-demand imbalance continues to drive competition and prices. Pamela D’Arc, a real estate agent with Compass, observed that the New York City market is seeing more buyers than available apartments, leading to multiple bids even on units priced aggressively. She attributed part of the shortage to homeowners’ reluctance to sell and surrender favorable mortgage rates, with some clients timing their moves specifically to avoid losing low-rate terms.

Shares of Compass, Inc. were trading at $12.00 on Friday, reflecting a slight decline.
