Data-Center Permitting Gets Stricter in Texas and Cape Town — What It Means for Digital Realty and Equinix

Data-Center Permitting Gets Stricter in Texas and Cape Town — What It Means for Digital Realty and Equinix

Two far-apart markets — the Texas power grid and Cape Town, South Africa — are moving to impose tighter controls on new data-center development, according to a recent analysis. The developments highlight a growing challenge for the data-center industry: securing power and regulatory approval has become a bottleneck just as demand for AI-driven computing capacity accelerates.

In Texas, where data-center construction has boomed thanks to relatively cheap land and energy, officials are weighing stricter scrutiny of large-scale power requests from hyperscale and colocation operators. In Cape Town, local authorities are similarly examining how to manage the strain that energy-hungry facilities place on a constrained grid.

For the two largest publicly traded data-center REITs, the regulatory shift is a double-edged dynamic. Digital Realty Trust, Inc. (DLR), a specialty REIT focused on colocation facilities, powered base buildings, and data-center suites, closed at $182.33, up 1.32% from a prior close of $179.96, with a market capitalization of roughly $70.0 billion. Equinix, Inc. (EQIX), which operates interconnected data-center ecosystems across global markets including Africa, traded at $1,017.73, up 1.67% from $1,001.00, valuing the company at approximately $99.4 billion.

Both stocks rose on the day, a reminder that tighter permitting can cut both ways for incumbent operators. Slower approvals may constrain how quickly new capacity reaches the market in high-demand regions — but established platforms with existing powered capacity and utility relationships in constrained markets can be relatively better positioned than new entrants waiting on fresh approvals.

The Texas scrutiny matters particularly because the state has been one of the fastest-growing data-center markets in the United States, attracting major campuses from a range of operators. Any move to slow or condition grid access could reshape where new capacity is built. In South Africa, Cape Town’s review comes as Equinix and other operators expand African footprints amid strong enterprise demand for local cloud and interconnection capacity.

Neither company is named as directly affected in the underlying report, which focuses on the broader permitting environment. Still, as specialty REITs whose growth depends on land, power, and municipal approvals, both are exposed to the same forces the analysis describes: rising competition for grid capacity and increasing public-sector caution about data-center energy use.

What to watch

  • Formal permitting or grid-access rules emerging from Texas regulators, and how they apply to large data-center interconnection requests.
  • Outcomes of Cape Town’s review and any capacity limits or approval conditions for new facilities.
  • Upcoming earnings reports from Digital Realty and Equinix, including commentary on leasing pipelines, power procurement, and development timelines.
  • Any guidance updates reflecting where new capacity will be added in constrained markets.
