A coalition is pressing state attorneys general to examine Zillow’s listing practices and referral model

A letter sent to the National Association of Attorneys General is calling on state enforcement officials to open investigations into Zillow Group’s business practices, focusing on three areas: the company’s recent settlement with Redfin, its treatment of so-called pocket listings, and the way its “Contact Agent” feature routes buyer inquiries.

The letter argues that these practices raise competition concerns in the residential brokerage market, where Zillow’s platform sits at the center of how many consumers find homes and connect with agents. Referral fees generated when leads are passed to Premier Agent partners have long drawn scrutiny from industry critics, and the letter seeks to elevate those concerns to state-level regulators.

News of the letter lands during a sensitive stretch for Zillow. Shares of the Seattle-based company closed at $32.52, down 2.61% from the prior close of $33.39, leaving its market capitalization at roughly $7.27 billion. Zillow, classified in the communication services sector as an internet content and information provider, operates across residential, mortgages, rentals, and other business lines.

Why the letter matters

State attorneys general have increasingly stepped into real-estate competition debates, particularly following the industry-wide commission lawsuits and the National Association of Realtors’ policy changes. A multistate inquiry into a listings portal would be a notable expansion of that oversight, though a letter alone does not commit any office to action.

The pocket-listing issue references ongoing friction over whether portals should display listings that are marketed privately before or instead of hitting the MLS — a practice some brokerages use to control buyer-side representation. Zillow has pushed policies requiring listings be broadly marketed to appear on its site.
